How to file a labour complaint in Dubai
If a private-sector employment issue cannot be settled directly, document the problem first and submit it through the Ministry of Human Resources and Emiratisation.
Before you complain
Write a short timeline: what happened, when it happened, what you asked the employer to correct, and what response you received. Keep your employment contract or offer, work-permit details, salary records, relevant messages and any written notices. Evidence should be clear and limited to the actual dispute.
Use the official MOHRE route
- Open MOHRE’s private-sector labour complaint service ↗.
- Read the current eligibility, required information and service channels before submitting.
- Describe the issue factually. State the result you are requesting, such as unpaid salary, documents, cancellation or another contractual matter.
- Keep the reference number and answer official calls or requests for more evidence.
A complaint is stronger when it has dates, documents and a clear requested outcome—not insults or long unrelated arguments.
Important limits
Different rules may apply to domestic workers, free-zone employees or court matters. Confirm the competent authority before filing. Do not sign a settlement, resignation or acknowledgement you do not understand. For urgent legal risk, obtain qualified UAE legal advice rather than relying only on a general guide.
